I agree with IronWarrior about the psycic powers. I would also limit the amount of times the powers could be used per game maybe once a game for tactical squads and twice for vetrans and the like...

As long as the power given to a squad wouldn't be hideously more effective than the squads normal abilities in shooting or hand to hand, I don't see why they shouldn't use that power once every turn....

I think you might find the 1-4 scale will work just fine, particularly if all standard marines (tac and scouts) have a score of 1 for each model. Terminators could probably have a score of zero, but...
